Overview: QUERI Updated Strategic Plan for 2021-2025

The 2021-2025 QUERI Strategic Plan provides a roadmap for the implementation of QUERI’s priorities at the frontline level, with the ultimate goal of improving Veterans’ health and informing evidence-based policy. The updated Strategic Plan builds on prior successes of the QUERI program and incorporates feedback from 150+ health system leaders, research stakeholders, and providers to ensure alignment with VA and Veteran needs.

The 2021-2025 QUERI Strategic Plan focuses on five goals to advance Veteran care using evidence-based implementation, evaluation, dissemination, and sustainment strategies:

  1. Reduce unwanted clinical and service variation across VA;
  2. Build capacity to respond quickly to national and regional developments;
  3. Deepen and expand partnerships across programs, geographic regions, and service lines;
  4. Drive a culture of rapid learning in support of VA’s transformation to a High-Reliability Organization and Learning Health System; and
  5. Empower employees to move the needle on quality of care.

These five goals are informed by an evaluation of the overall QUERI program and a strategic analysis of Congressional and VA priorities, emerging trends in healthcare, and new developments in health services and implementation research.

QUERI’s unique role within VA is to implement, evaluate, disseminate and sustain evidence-based practices (EBPs) that improve the quality of care and inform evidence-based programs and policies for all Veterans.

QUERI’s Three-fold Strategic Methodology

QUERI currently funds more than 40 field-based centers that apply evidence and promote the use of implementation and quality improvement methods to address VA challenges and improve the quality of VA healthcare. As a bridge between research and health system operations, QUERI also supports partnerships with more than 70 national, regional, and local health system leaders. Using QUERI’s strengths in developing multi-level partnerships, as well as rigorous evaluation and implementation strategies, leadership sought to reorganize in a way that would further complement VA’s healthcare priorities. Thus, QUERI centers have been realigned under the following themes:

Access and Health Equity - Tailoring healthcare to the needs of a diverse Veteran population

Healthcare Technology and Innovation - Increasing access through innovative healthcare technologies

Mental Healthcare and Suicide Prevention - Mental health and suicide prevention

Optimization of Healthcare Resources - Optimization of healthcare resources

Pain Care and Opioid Safety - Avoiding opioid misuse and improving access to pain treatments for Veterans

Patient Safety and Quality - Supporting VA’s high-reliability organization vision of zero preventable harms

Veterans’ Life Journey - Tailoring care to Veterans through the different seasons of their lives

This issue provides a brief description of all QUERI Centers (50+) under each of the above themes, in addition to information about the new QUERI Implementation Roadmap, which offers an ‘implementation playbook’ focused on sustaining quality improvements.
